A teenager responsible for a double shooting in Northern Virginia surrendered this week, days after two men were hospitalized, police say. Officers from the Fairfax County Police Department were called around 4:30 p.m. on Tuesday, Sept. 29, to the 7700 block of Richmond Highway in Hybla Valley, where there was a reported shooting.
